I have consulted the Captain Superintendent of Police who as Superintendent of the Gaol has had considerable experience of the class to ~ which I refer, the Registrar General, and my Executive Council as to the best means of coping with the evil, which, already observed, is one of increasing magnitude, and they all agree that the term of imprisonment would not have the desired effect, and that the only efficacious method is to make the offence of illegal return from banishment punishable.
